Rexan Air takes off: official establishment permit issued for Roxan's dedicated airline

With the official issuance of the establishment permit for Rexan Airlines by the Civil Aviation Organization of Iran, the Iran Cultural Heritage and Tourism Investment Group (SEMEGA) has taken another major step toward completing its comprehensive tourism services portfolio. The permit, a milestone in the development of SEMEGA's aviation infrastructure, paves the way for modern air services.
According to SEMEGA's public relations office, on 8 August 2026 the Civil Aviation Organization issued an official notice authorising Rexan Airlines to operate in passenger, cargo and postal air transport. This achievement is the result of the group's sustained efforts and long-term vision to build a complete tourism services ecosystem, now extended into air transport.
Esfandiar Heydaripour, CEO of the SEMEGA holding, noted that obtaining the permit is only the beginning: Rexan has immediately started its specialised processes to comply with the advanced standards set out in Directive 3140 and to obtain its Air Operator Certificate (AOC).
Emphasising the importance of raising aviation industry standards and planning for a modern fleet, Heydaripour outlined a clear vision for facilitating air travel and tourism.
Regarding Rexan's technical and operational teams he added: we are diligently advancing the executive stages and preparing the fleet to begin flight operations. This strategic step not only strengthens SEMEGA's competitiveness in the tourism market, but also promises a distinctive and valuable air travel experience.
